What do you use to make a site like this ? besides flash.

Well, what those sites are using is flash. Any web development software can help code that, but it takes knowledge and skill to make something like those two sites.

Personally, I use Adobe Dreamweaver CS3, but I'm only using it for maintaining and updating non-flash sites.

If you don't know anything about HTML, XML, Flash, or anything dealing with web design, you probably won't be able to create a flash site easily and in a small time frame. If you have a lot of time, then I would say do some research, learn HTML and Flash and then have a go at it.

I don't have a portfolio, but you're more than welcome the two sites I am working on:

Keep in mind that these are still both "under construction." The Haz-Mat one was just put up this year so it's not as complete as the Fire Company one.

Also, these were both done using templates, which I modified myself to adhere to each organization. If you looked at the originals, you would see that a ton of content was changed, moved, removed, etc. The templates just make it easy and quick to get a site up and running as well as to edit them when needed.

It also makes it easier if you have some knowledge in GFX and such because I'm able to make my own banners, images, etc. for the sites whenever I need them instead of trying to find them or request them.
